Phil Bailey is a Columbia native and a College of Charleston graduate. Phil began his career with Charleston Mayor Joe Riley’s 2003 re-election campaign. Phil is a veteran of numerous state Senate races and statewide campaigns in South Carolina and served as the Caucus Director for South Carolina Senate Democrats from 2005 to 2014. Phil is also a 2013 graduate of Leadership South Carolina.
